ITANAGAR, Dec 18: The Apatani Cultural and Literary Society, Ziro vehemently condemned
the brutal attack on member of the Society, Dr. (Mrs.) Aruna Gyati Lod, Assistant
Professor, Department of Political Science, Dera Natung Govt College recently by
an examinee only because she did not allow him to do unfair means in the examination.
The Society urged the Capital Police to act swiftly to arrest the culprit and book
him as the FIR has already lodged for punishment. Such attack, especially on the

ITANAGAR, Dec 18: The Pasighat Peoples’ Welfare Committee (PPWC) in a letter to the Chief Engineer, eastern Zone (B) said that the centrally sponsored scheme for construction of reinforcement concrete cement road at Pasighat township under the Executive engineer, PWD, Pasighat Division should be carried out by the department as per standard specification under the technical supervision of the experts and by using technically sophisticated machineries. It said that the works executed manually by contractors are unstable and low in quality and prone to get repaired soon within a year or two which cause the people to face the same problem of dilapidated road conditions again and again.

NEW DELHI, Dec 18: Chief Minister Nabam Tuki today called on Union Minister for Road Transport and Highways (MoRTH) Oscar Fernandez at Transport Bhavan here. While appealing the Union Minister to expedite the sanction of important road projects in the state, Tuki especially highlighted the need to give a special dispensation to the areas where Hydro Power Projects are coming up.
In a representation to the Union Minister, Tuki stressed that planned investment in the Hydro Power sector is of national importance and only good access and connectivity will facilitate the ultimate objective of making Arunachal Pradesh the “Powerhouse” of the country.

As many as 200 students from the state are in training in these institutes for various computer based financial accounting services including allied aspects of ICT, Retail, Marketing, among others.

CNC frames modalities for Nyokum celebration
ITANAGAR, Dec 18: The Central Nyokum Committee (CNC) in its executive body meeting held at Pachin Colony, Naharlagun on December 16 reviewed the methodology of Nyokum Yullo celebration from February 24 to 28, 2014.
While the celebration modalities and restrictions enunciated earlier would continue to be in force, some key issues have been further discussed and decided that wearing of the traditional beads per head would continue to be limited to five chains and all main Yullo participants (Ritual participants, Yullo Torri jobu, Gerr Geybu etc.) would be in complete traditional attire, preferable with eri chadar (perr eji). They are exempted from five chains bead restriction. For other participants, fully or partially clad Nyishi dresses like letum, pomo, tunam, byopa, nara, uriuk, tasang, jacket etc, for gents and gale, dumping, hohi, push, tasang etc., for women folk are advisable, CNC informed in a release.
Children below maturity age are not recommended for wearing symbol of maturity status like, byopa, tangdung etc.
The CNC has discouraged wanton slaughter of Mithun for feast excepting for ritual sacrifice taking into account the need for conservation of the animal which commands utmost relevance to the social life of the Nyishis,

The CNC also discouraged exorbitant budget and forceful donations which may distort the spirit of festivity and its sanctity.
“With the bitter experience in various fair and festivals in the past, the local celebration committees would strictly regulate the price tag of food items and local beverages in the Nyokum food stalls to a reasonable and affordable ceiling and ensure festivities with limited personal budget of the individuals.
Wild animal meat and fowl would not be allowed in the food stalls for sanctity of the festival as well as; as a step towards preservation of fauna and flora,” the release added.

Why autonomous issue comes alive during election year?

The recent delegation representing govt of Arunachal Pradesh lead by Chief Minister and accompanied by Ministers, MPs and MLAs meeting central leaders demanding Autonomous District Councils for Mon and Patkai area is not a new thing. Ever since 2004, the Arunachal Legislative Assembly has unanimously passed the resolution twice for the creation of Autonomous District Councils. And since 2004 Congress Party is in the govt both at Centre as well as in our State. No Political Party or Organization has ever opposed it, hence, the resolution was smoothly sent to the Union Govt. Surprisingly, now the State Govt is behaving as though another party is ruling at the Centre.
If Congress Party is committed to the issue then they shouldn't have waited for the next election. It's a policy matter which could have been declared at once during last 10 years. The duty of the ruling govt is to execute the assurances given earlier but not to promise like an opposition party for the future. Why this issue comes to life during the election time only? Who will provide answer for last 10 years?
Once 6th Schedule of the Constitution of India is introduced in Arunachal Pradesh on the line of States like Assam, Meghalaya, Mizoram, the Panchayat Raj system will be replaced by creating District Autonomous Councils in designated districts or even whole of the State can be brought under Autonomous District Councils. Even if District Councils are created for local administrative conveniences, we should strive for a strong and united Arunachal.

Autonomous district councils will benefit only political class
Dear Editor,
I would like to put across my view through your esteemed daily with reference to the letter published in today’s Readers Forum column by one Nabam Akin Hina (Gen.Secy.AACWA). The points he raised is a genuine one and I really appreciate his statement on the authenticity of autonomous district council and new districts in Arunachal Pradesh. In fact none of the political leaders of the state are aware of the needs of common public but their guiding principle of demanding new districts and autonomous district councils is only for the interests of their pockets and officeholders. This is the real face of their memorandums.
The general public doesn’t know that all this development drama will be same in present and future too. In fact we are being victimized by the dirty political game for power. Let us talk about the DoTCL fund which is sanctioned as a ‘Vitamin’ for the development of Tirap, Changlang and Longding. Is this fund utilized in a proper way by the concerned political leaders of our respective constituencies and have it benefited the larger mass? Answer will be a big ‘No’ from the public, but the political leaders have really benefited from it. Please don’t show meager utilization of funds as warm wishes from the general public, because we are one of the learned youths among the general public from these districts, who have analyzed the depth of the fact. We appreciate our state govt. for sanctioning such funds for the good cause of deprived people in the disturbed districts and hope for the same in near future too. But, my questioned to the policy and rule makers of the state is that, is there any monitoring department to ensure genuine utilization of such funds. How can we expect monitoring members sitting at Itanagar to properly examine whether funds are being properly used in the eastern most part of the state?
However, there are many more funds like BADP, MLALADS, SPA, etc…which are being sanctioned for the development of our districts. But the fact is that none of the funds is utilized in a serious manner and funds are always inadequate for us, why? Let our state’s whole development budget be diverted to our districts then also these political leaders will say, there is deficient of fund for us. My point here is ‘Are we analyzing on the subject of the utilization of funds in an optimistic way in our districts?’ Many projects are lying unfinished. Some just started and vanished without any information of depts. Is this the answer for deficit of fund or improper utilization of funds?
Furthermore, if such unfortunate trend continues in the name of development what is the meaning of shouting for autonomous district councils? But being an educated youth I too can understand the problems of our districts and hope for the optimistic political leaders to lead the districts in coming days for eradicating social issues and unemployment problems.
Last but not the least… a suggestion from a common public like me to the policy and rule makers is that, if there could be a separate Govt. investigation agencies in every districts who could visit to the govt. depts., villages and speak to public for seeking the information of the real benefits and utilization of the funds, it will be extremely helpful.

Let there be dialogue between APDA and State Govt.
There is a massive crisis looming large over state. Already crisis-
This decision by APDA is not in the interest of common citizen. Some of the districts are battling serious health issue at this moment. The Arunachal Pradesh government has already sounded an alert in Longding district following an outbreak of malaria and jaundice. Also with New Year season on, the cases of accident are rising alarmingly thorough out the state. In absence of medical officer, the govt. hospital will be worst sufferer. Majority of PHC, CHC and district hospitals are already running short of doctors. If all the doctors go for two days mass leave, the poor patients who are dependent on govt aided hospitals should get ready for some really harsh time. The government of Arunachal should initiate dialogue with agitating doctors before things turn ugly.
