Arunachal boxing team for National School Games

ITANAGAR, Dec 18: A14-member boxing team from Arunachal Pradesh including two officials has been selected for the 59th National School Games to be held in Delhi from January 2 to 8, 2014.

The boxers have been selected from various clubs and institutes, including SAI-SAG Centre, Naharlagun, Sangey Laden Sports Academy, Chimpu and Ganga Boxing Club in presence of coach and officials from Arunachal Amateur Boxing Association.

Assault on assistant professor condemned

ITANAGAR, Dec 18: The Apatani Cultural and Literary Society, Ziro vehemently condemned the brutal attack on member of the Society, Dr. (Mrs.) Aruna Gyati Lod, Assistant Professor, Department of Political Science, Dera Natung Govt College recently by an examinee only because she did not allow him to do unfair means in the examination. The Society urged the Capital Police to act swiftly to arrest the culprit and book him as the FIR has already lodged for punishment. Such attack, especially on the lady members, demoralizes the spirit of the officers,  the  Society said and urged the state Govt to adopt policy  for safety and security of the lady officers at the earliest. The society also urged the Rajiv Gandhi University to enforce the relevant regulations against the student so that no student dares to repeat such unwanted incidents in future. The Kurung Kumey Collegian’s Co-ordination Committee vehemently condemned physical assault on Assistant Professor Dr Aruna Gyati Lod by an examinee on 14th Dec when the Assistant Professor was performing her duty. The union stated that the act of student is highly intolerable.

The North East Students’ Welfare Association (NESWA), Gwalior also condemned the physical assault on Dr. Aruna Gyati Lod by an examinee.

While demanding the authority of the higher education to take stern action against the student, the Association also urged that University authority to rusticate the student from any examination so that such incident does not recur in the future.

 

‘Release bill only after obtaining NOC’

ITANAGAR, Dec 18:  The All West Kameng Students’ Union (AWKSU) has appealed to the West Kameng Deputy Commissioner to release the bill of school uniforms for this year only after obtaining no objection certificates (NOCs) from the concern headmaster/principal.

In its representation to the deputy commissioner, the students union alleged that the school uniforms supplied last year have been lying unused due to substandard quality and unfit size.

If the school uniforms supplied are found be of sub-standard quality and unfit then the same should immediately be replaced by the suppliers/contractors failing which the union would be compelled to take necessary action, the representation said.

 

‘Pasighat township RCC road should be executed departmentally’

ITANAGAR, Dec 18: The Pasighat Peoples’ Welfare Committee (PPWC) in a letter to the Chief Engineer, eastern Zone (B) said that the centrally sponsored scheme for construction of reinforcement concrete cement road at Pasighat township under the Executive engineer, PWD, Pasighat Division should be carried out by the department as per standard specification under the technical supervision of the experts and by using technically sophisticated machineries. It said that the works executed  manually by  contractors are unstable and low in quality  and prone to get repaired soon within a year or two which cause the people  to  face the  same problem of dilapidated  road conditions  again and again.

Expressing gratitude to authorities concerned for sanctioning the Rs. 10 crore SPA road project, the  PPWC also appealed   to all   the citizens to cooperate with the executing department and monitor its execution for interest of general public.

 

Relief for fire victims sought

ITANAGAR, Dec 18:  The Youth Association of Rose Panchayat today appealed to the district administration to immediately provide relief to fire accident victims of Lekhi Village which reportedly broke out today morning. The association claimed that during the fire accident house of one Tana Tabia was gutted down and the belonging and properties were reduced to ashes.

During discussion the Minister has assured for establishment of a world class state Bamboo and Cane Craft museum and Craft Haat in Arunachal Pradesh. This project will have the facility of Bamboo Museum, showroom for sale and  promotion of handicraft items and an exhibition area for 40 stalls. Another project is establishment of Handicraft Training Centre in each of the 17 districts in Arunachal Pradesh.

CM calls on Fernandez, pleads forearly clearance of road projects

NEW DELHI, Dec 18: Chief Minister Nabam Tuki today called on Union Minister for Road Transport and Highways (MoRTH) Oscar Fernandez at Transport Bhavan here. While appealing the Union Minister to expedite the sanction of important road projects in the state, Tuki especially highlighted the need to give a special dispensation to the areas where Hydro Power Projects are coming up.

In a representation to the Union Minister, Tuki stressed that planned investment in the Hydro Power sector is of national importance and only good access and connectivity will facilitate the ultimate objective of making Arunachal Pradesh the “Powerhouse” of the country.

The Union Minister assured the Chief Minister that he would examine and take necessary steps in this regard.

Senior MoRTH officials, present in the meeting, apprised the CM that NH 52-A Itanagar Banderdewa Road proposal is in the process of being sanctioned.

They also discussed the status of other ongoing projects like the Trans Arunachal Highway and others roads.

The CM was accompanied by Parliamentary Secretary Padi Richo, Legal Advisor to CM Ranji Thomas along with officials from the state government.

 

 

Lokpal Bill passed by Parliament

NEW DELHI/RALEGAN SIDDHI, Dec 18: After eight unsuccessful attempts over the last five decades, India on Wednesday took the historic step of enacting the Lokpal law by which an anti-corruption watchdog would be established that will have in its purview even the office of the Prime Minister.

The Lokpal and Lokayukta Bill, 2013, was passed by voice vote amid din created by members from Seemandhra region who were protesting against division of Andhra Pradesh to create Telangana state.

The bill was already passed by the Lok Sabha in December 2011 but it came to the house again as it underwent amendments before being approved by the Rajya Sabha on Tuesday.

Samajwadi Party and Shiv Sena members, opposing the bill, staged a walk-out in protest, as their counterparts from other parties, including Congress vice-president Rahul Gandhi and leader of the opposition Sushma Swaraj, supported the measure.

Gandhi sought extension of the winter session to pass six more bills which were "part of the comprehensive anti- corruption framework" of the UPA government.

"Lokpal Bill alone is not enough to fight corruption. What we need is a comprehensive anti-corruption code. The UPA government has prepared anti-corruption framework.

"Eight new central laws have been brought...We should complete the unfinished work of fighting corruption...Six anti-corruption bills are pending. If necessary, can we not extend this session of Parliament," Gandhi said as the debate began on the key bill to create an anti-graft ombudsman.

Noting that Lokpal Bill was part of this comprehensive framework, he said the RTI law was the first on the UPA list. The others which remain pending are Prevention of Corruption amendment, right to citizens for time-bound delivery of goods and services, public procurement, foreign bribery, judicial accountability and the whistleblowers bills, Gandhi said.

Swaraj supported the measure but attacked the Congress for clamouring to take credit for it, saying "the people of this country and the old man (Anna Hazare) who has undertaken fast several times deserve the credit."

Anna Hazare on Wednesday broke his nine-day fast shortly after Lok Sabha passed the Lokpal Bill, and announced he would form "watchdog bodies" comprising people of "impeccable integrity" to keep an eye on how the law is enforced.

Looking a bit frail yet brimming with enthusiasm after the landmark bill was passed by the Lok Sabha, Hazare thanked all parties, barring Samajwadi Party, for their support, but obliquely criticised his former proteges in the Aaam Aadmi Party, his fellow travellers in the Jan Lokpal movement, who have dubbed the new legislation as "Jokepal" bill.

Hazare, who had been crusading for anti-corruption ombudsman for long and had forced passage of the bill in the Lok Sabha in 2011 through his fast at Ramlila Maidan, hoped the bill is signed into a law within 1-2 months.

The 76-year-old Gandhian, however, said mere enactment of the law would not serve the purpose and announced he would form "watchdog bodies" in states and districts to keep an eye on how the law was being enforced.

"The law will be meaningless unless it is implemented and enforced properly. I will constitute watchdog bodies at all levels...in states, districts everywhere.

"These bodies having retired judges, state police chiefs and others with impeccable integrity will keep vigilance on how the law is implemented. Only then the people will benefit from this law," he said.

Hazare, who thanked everybody, from MPs to political parties, Rajya Sabha's select committee, to policemen at his fast venue, the 'pandalwala' to the doctors who looked after him during the hunger strike, his fourth for Lokpal, chose not to make any mention of Arvind Kejriwal and others from the AAP, who played a role in building the movement. Bengia Hemanto conferred lifetime achievement award

ITANAGAR, DEC 18: Legendary singer of the state Bengia Hemanto has been conferred lifetime achievement award at the first ever Nyishi art and cultural festival’13 cum 2nd general conference of the Nyishi Art and Cultural Welfare Society which was organised from Dec 15 to 17, last at Nyikum Niya Ground, Nirjuli.

Attending the valedictory function of the festival as chief guest, Markio Tado, MLA opined that while the advent and potential of games and sports has been witnessed across the state, tracing back to the earlier wisdom through folk songs, the art and cultures of the community must also go hands in hands to create a benchmark for the community.

Looking forward to this fact, state govt must institutionalize establishing a centre to learn the art old wisdom. Meanwhile, the chief guest also advocated to preserve the root realizing the age old saying, Chumtuju Nyijek Nyigem (Let us preserve the root) while addressing the gathering at the festival.

Tado expressed gratitude to the organiser hoping that the budding artist of the community will be much encouraged through this maiden effort of the NACWS and the same must to bring forward for further exploration of the talents lying inside the community.

MLA cum Parliamentary Secretary, Kumar Waii while taking on the NACWS chief patron for the next executive tenure said that in due course of time, organisers like NACWS must keep in tune based on the root of our ancestors to motivate the budding artist and the same must be followed by the young artist while composing lyrics. Attending the festival, Waii promised the organiser to help in the coming days for the growth of the cultural trend.

The festival also awarded audio albums from five districts of the state distinguishing Yuma from L/Subansiri, as first, Ajin E/Kameng as second, Nyokum Dapo from Kurng Kumey as third, Anya from Pepum Pare as fourth and Boori from U/Subansiri and was declared as fifth. Presenting the Nyishi film and musical award function at the festival, the jury comprising Taw Tebin Tara, Chairman, searching committee, Nabam Tati, member secretary, Nabam Tarang, Toko Yalam Gem and Biki Para Tok, members declared awards on various categories.  

The recipients on various categories are, Best Actor: Tai Tugung for the film Dr Abo, Best Actress: Bengia Anna, film Dr Abo, Best Singer (Male): Delam Kino, (Album, Nawalo Donebo), Best Singer: (Female), Taba Yal Nabam (Popi Nyeri), Best film Editor: Nabam Kayung, film, Ane Sepung, Best Audio Album Producer: Dr Byabang Rana, (Album Siicha So), Best Video Album producer: Pani Taram and Mwha Lama, Best Nyishi Film Producer: Tarh Nachung, film Dr Abo, Best Budding Artist: Miss Likha Yan, Best Lyricist: Ha Nayung (Nguluge Nyokusi, Album, Rialo) and the first Album amongst the Nyishi Community: Kamchi Lella;

E/ Kameng District bagged the first prize for Dumdum (Lurik Nasi dance) while Kurung Kumey awarded second. On War Dance, East Kameng District conferred first and Papum Pare as second.

It is worth to mention here that War Dance and Lurik Nasi Dance originated from E/Kameng and was promoted for greater awareness during the festival for preservation of the folk dance which is not popularly practised in other parts of the state amongst the community.

 

 

PPA woman wing makespolygamy an election issue

ITANAGAR, Dec 18: In a far-reaching effect, the  State Mahila Council of the PPA today   adopted a resolution against polygamy as a precondition to issuance of party ticket to any aspiring candidate to the  elections; be it panchayat, municipality, Assembly or Parliamentary election.  This decision was taken unanimously in a meeting of Party’s Mahila Council convened by State Mahila Council President Kenyir Ringu and attended by the Mahila representatives from all districts and blocks of the party.

“Since woman constitutes other half of the society, therefore, they should neither be treated like a commodity which can be bought and sold in the market by their male counterpart nor should they themselves involve in polyandry,” Ringu said adding that gender equality and women empowerment is one of the priority areas of the party.

She stated that barring those who have already married more than one wives or one husbands at the time of receipt of Party tickets, the rules against the practice of plural marriage after the issue of party ticket shall be strictly followed without any dilution. “If any candidate is found violating the monogamous norms, he or she shall have to surrender his or her party membership as well as the post on which he or she has been elected.” On issue of reservation of seats to woman candidates, the Party shall be extremely liberal and shall even go beyond 33 percent in case of availability of suitable women candidates, she  said while disclosing that it is the PPA which has given the Party ticket to first woman candidate Nyari Welly  who is even today seen as  women icon legislator and also the voice for gender equality and justice in the state, according to a party release.  

 

 

Congress move for ADCs an election gimmick: BJP

ITANAGAR, Dec 18: Dubbing the move of the High-level delegation led by state Chief Minister Nabam Tuki to convince the Centre for granting Mon and Patkai Autonomous District Councils as an election gimmick, the Bharatiya Janata Party (BJP) Arunachal Pradesh today accused the Congress-ruled state Govt of doing nothing in favour of the proposed two ADCs in the past.

Advocating for the granting of Mon and Patkai Automous District Councils and talking about the  China issue particularly before the ensuing Lok Sabha and State Vidhan Sabha elections is nothing but a mere election gimmick,  state BJP general secretary Dominic Tadar said in a release. Where did the Congress-led State govt. go since 2004 to till date if it was committed for the proposed two Autonomous regions in the state, the party questioned.

The BJP maintained that long-standing issue of autonomy to Mon and Patkai region was nothing new and the State Legislative Assembly twice got through this and recommended to the Government of India. But it remained unattended despite the party in power having governments both at the Centre and at the state, the party said. Had the Chief Minister and the ruling Congress government been serious they could have pursued the matter recommended by the state Assembly rigorously, the BJP said.  The BJP further said that a jumbo size delegation before election time is nothing but a political stunt just for their vote bank politics.

On China issue, the BJP said that the state Congress Govt. and its leaders had always kept mum and was busy in power struggle within the party though Chinese claim over Arunachal has been a long time and continues process. The BJP urged the Chief Minister and his cabinet to visit Indo-China border areas by road and get into the ground level situations facing the people in the border villages and outposts as well.

 

 

Awareness on COTPA held

PASIGHAT, Dec 18: ‘Give up tobacco before it is too late’ exhorted the Deputy Commissioner Nidhi Srivastava while addressing the one-day workshop on cigarette and other tobacco products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003 (COTPA) at Pasighat Town Hall. Officers, PRI leaders, councilors, NGOs, Police etc attended the workshop.

Life is too precious to be wasted away by unproductive acts like smoking and using tobacco products, said the DC. Mass awareness and education to the common masses with motivation and support from the civil society can help to eradicate the menace to a great extent, she added. People should develop strong will power to give up tobacco and smoking.

The DC appealed all to set good example for the young generation to follow. She wanted co-operation and support in the endeavor to make the district smoke-free. She assured that all efforts will be put into make the mission a success.  Kaling Dai, ZPC appealed for organization of such workshop in the rural areas so that ignorant and innocent villagers become aware of the ill effects of tobacco and smoking.

East Siang SP Pushpendra Kumar highlighted the key provisions of the Act, especially with an overview of section 4 (Smoke-free public place) and section 6 (Protecting minors). The illegal tobacco products without proper pictorial warnings have to be reported immediately. He also highlighted the powers and limitations of the implementing section. All out effort to make the mission a success will be done, asserted the SP.

Dr. T Ering briefed about prevalence of cancer in Arunachal Pradesh. He also highlighted the organs effected by cancer due to use of tobacco products.

Takir Kakki ZPM suggested for banning of tobacco products in the district while Manik Bui PD (DRDA) sought clarification in enforcing the Act in the office complexes.

Aini Taloh, President ABK (WW) expressed gratitude to administration and the police for their supports and cooperation in their endeavor to check drugs and alcohol in the district. She hoped the same will be extended by all sections of the society to make a better society to live.

Tajing Taki ZPM said the workshop was an eye opener for him. He publicly declared and vowed never to use tobacco in future and appealed all to do the same. Dr. T Taloh, Lecturer suggested for humble but effective business by checking of selling of tobacco to minors effectively. He also wanted the civil society to participate.

Dr. D Bagra, DMO while briefing through power-point presentation about the COTPA informed that the number of tobacco users in the district is very high. The District Tobacco Control Cell will raise awareness, impart training, monitor the activities and keep programs in schools. He also highlighted the roles of stakeholders like panchayats/ NGOs/enforcing agencies/ media etc. staying away from tobacco will give long and healthy life, no extra economic burden, less heart attack and less cancers. Many districts of the country could not attain smoking-free status. Hence, the DMO sought cooperation from all to achieve the same in the district. DIPRO

 

 

Education is an essential tool to enrich life’

PASIGHAT, Dec 18: “Education has always been and will continue to be one of the most important needs of mankind” stated the state’s Education, Science and Technology Minister Bosiram Siram today while addressing the students, parents and teachers of Democrat Bakin’s English School (DBES), Pasighat on its 9th Annual Meet.

In his message to the gathering, Siram said education is essential human virtue and signifies man’s supreme position in society. Education has always been and continues to be one of the most important needs of mankind and helps man indoctrinate values applying the technical know-how in real life situations. Education was born with the birth of the human race and shall continue to function as long as the human race lives. I am not a teacher, but an awakener he claimed.

He informed that Nabam Tuki led present government is obliged and encourages private-run institutions which have several potential advantages over delivery of education and state building process.

While stressing on parental control, he said most of the education comes from home through parents and as the child moves into adolescents learning is obtained from multiple people including teachers, friends, and even through his/her surroundings. An ideal education promotes knowledge while incorporating valuable information that can be used to help in everyday life. Education should build not only on the text that lies within a book, but should also touch   everyday aspect of life. True education comes in many different forms. Co-curricular activities should be encouraged besides normal academic courses to develop physical fitness, confidence and personality.

He paid homage to the visionary leader Lt. Bakin Pertin and conveyed his gratitude to Osor Pertin Wife of Lt. Bakin Pertin for her noble gesture which would mentally, physically and emotionally benefit the society.

The minister visited the arts & crafts exhibitions and later gave away prizes and certificates to the achievers on the occasion.

PMC Chief Councilor Denong Tamuk, said that education is an essentials of all human societies which does not merely give us information but makes our life in harmony with all existence. Parents play a vital role in the education of their child, whatever child’s age is. If they pay attention to their children, they make more scholastic achievements than those who are ignored, asserted Tamuk. He believes the first institution of a child where he learns is his home. A child passes most of his time with his parents and learns from his/her parents.

The school’s Principal Chandra Thapa presented the annual report and apprised how the school is moving towards progresses. How the students are competing and shining at state and national levels.

One befitted from state Govt’s victim compensation scheme

YUPIA, Dec 18:The Deputy Commissioner cum Chairman, District Legal Services Authority, Papum Pare District, Pige Ligu has handed over the cheque amounting to Rs.2,00,000 to one Indu Devi W/o Late Muni Singh, A Sector, Naharlagun being victim compensation here at DC Office Yupia, today.

The amount was sanctioned by the state Govt under Arunachal Pradesh victim compensation scheme which was introduced in the year 2012. The compensation was sanctioned on account of death of her husband Muni Singh, a Thela puller, in a vehicular accident at A Sector, Naharlgun on January 12 last. Indu Devi is the first beneficiary of the scheme vide Govt. notification NO. HMB(B)37/97 Dated 24.01.2012. DIPRO

 

 

Workshop and school rally conducted at Dudunghar

TAWANG, Dec 18: PHE&WS Sub-Division Lumla has organized sanitation campaign under Nirmal Bharat Abhiyan by organizing school rally and workshop at Dudunghar on December 17.

Inaugurating the workshop Tashi Dondup circle officer Dudunghar stated that such awareness campaign is really important in remote place like Dudunghar. He advised the PRI members to participate wholeheartedly in the sanitation campaign and transform the society.

Er. G. Mize AE PHE Lumla highlighted the challenges of Nirmal Bharat Abhiyan( NBA) and importance of community participation in it. He also disclosed that 15 Village Water and Sanitation Committee are formed in the block.

Speaking on the occasion as resource person Tage Tagyung explained the water, sanitation and health linkages and encouraged the villagers to use sanitary toilet.

Er. Ngurang Agung, Consultant Water and Sanitation has explained with power point presentation in detail about NBA ( Nirmal Bharat Abhiyan) and the incentive the Govt provide to the beneficiaries. He also explained about the uses of Field Test Kits for various water test.  Er. HC Shukla JE Zemithang- Dudunghar section through PowerPoint presentation gave detail about functions of VWSC and its management process.

Er. Techi Kagung Consultant HRD had power point presentation on technology options of low cost latrines. Water Testing Kits were distributed to all the Gram Chairpersons of the block on the occasion.

The programme was participated by students and teaching staffs of Government Middle school Dudunghar, PHE officers. All the PRI members of Dudunghar area were called in the workshop.

 

 

Tuki takes stock of job-oriented training  for Arunachalee students in West Delhi

NEW DELHI, Dec 18: Never for a moment swaying his attention away from the welfare and progress of the youths undergoing training in various institutes under the skill development and employment generation mission of the state government, Chief Minister Nabam Tuki today paid a surprise visit to the  National Institute of Finance & Accounts and the PC Training Institute in West Delhi here. As many as 200 students from the state are in training in these institutes for various computer based financial accounting services including allied aspects of ICT, Retail, Marketing, among others.

Taking a firsthand account of the status of training and other facilities including lodging and security of the students, the Chief Minister advised the students to take optimum use of the opportunity for job oriented training to further their careers.

“This is the beginning of your journey. My Government has accorded top priority to skill development and employment generation for overall youth development in the state. You must work hard as the future is now in your hands. Always adhere to the norms and guidelines of the institute, and embrace positive work culture and ethics in this cosmopolitan environment. This will help you in successfully overcoming all challenges in life”, he said while interacting with the youths.

Tuki also discussed other aspects of security and lodging of the students with the faculty and management of both the institutes and urged them to provide the best of facilities to the students.

The Chief Minister, who is personally monitoring the training and placement of the students undergoing training in various parts of India, has created an effective mechanism of mentoring by appointing K.N Damo, Deputy Resident Commissioner (DRC), New Delhi as the National Co-ordinator for the skill development mission. Damo would act as the local guardian of the students in New Delhi and also be a one-point contact for any student welfare issues for all the metros where students are undergoing training across the country.  

The CM was accompanied by Chief Resident Commissioner Dr.Avinash Kumar Mishra, DRC K.N Damo, OSD to CM Dr.Hatobin Mai, Political Secretary to CM Bamang Tago, Vice Chairman Seva Dal Kipa Kaha and Industrialist Tenzing Namdak. The CM also offered his wishes to the students for Christmas and New Year.

 

 

Sena encourages cultivation of Ramie in Arunachal

ITANAGAR, Dec 18: Agriculture and Horticulture Minister Setong Sena has encouraged the people of the state to take up Ramie cultivation.

Addressing seminar on Ramie cultivation at Hime village, under Kangku circle of Likabali sub-division of West Siang district recently, Sena assured all possible assistance to the farmers for ramie cultivation, processing and marketing of fibre from the government side.

Underlining in the importance of Ramie cultivation, Sena exhorted the rural youths of Arunachal to take up career in agriculture.

Local MLA and legislative assembly deputy speaker Jomde Kena, emphasized on establishment of better linkage among the farmers, scientists and textile industries and signing of MoUs between industrialists and farmers for processing and marketing of finished products.

Arunachal Pradesh Forest Corporation Ltd, Chairman Tani Loffa while asking the farmers to take up Ramie cultivation has assured them of all assistance. He briefed about the RDWS and expressed his happiness over seeing the interest of the local farmers on ramie cultivation. He said that govt. will think on development of farmers of the area through ramie cultivation.  

Earlier, Gemdak Ngomle, Secretary, RDWS and organizer of the seminar informed that currently there are 6 ha. of ramie plantation in the village planted under Tribal Sub Plan of ICAR. There is a target of planting Ramie in atleast 500 ha. of land within the next 1-2 years if CRIJAF (ICAR) supplies the required planting materials, he said.

Dr. AK Sharma, senior scientist, Ramie Research Station briefed about the importance, diversified uses of ramie, cultivation practices and potential area for ramie cultivation in Arunachal Pradesh in his presentation during the seminar.

AK Purkyastha, Advisor Ag. Department, appreciated the  efforts of the RDWS, NGO for organizing seminar on ramie cultivation in Arunachal Pradesh.  He also told that there a large area in  state .

Dilip Barua, Managing Director, Fabric Plus Ltd, highlighted the importance of ramie fibre and fabric in the national and international market and India’s scope in the global ramie market.

Nipak Ngomle, member of the society told that 50 ha. land has already been prepared for ramie cultivation in the village and waiting for planting materials from Ramie Research Station, Assam.   

Co-organizer Dr. AK Sharma, Senior Scientist and In-charge Ramie Research Station and  Dr. SP Gawande, Scientist, Ramie Research Station, Sorbhog, Assam organized an exhibition of ramie products, including fibre, yarn, fabric, planting material, posters and banners, etc.

The meeting was attended by 100 farmers including unemployed rural youths of the area.

The seminar was organized by Rural Development Welfare Society Arunachal Pradesh in collaboration with Ramie Research Station (CRIJAF), Indian Council of Agriculture Research, Sorbhog, Barpata, Assam.

 

 

CNC frames modalities for Nyokum celebration

ITANAGAR, Dec 18: The Central Nyokum Committee (CNC) in its executive body meeting held at Pachin Colony, Naharlagun on December 16 reviewed the methodology of Nyokum Yullo celebration from February 24 to 28, 2014.

While the celebration modalities and restrictions enunciated earlier would continue to be in force, some key issues have been further discussed and decided that wearing of the traditional beads per head would continue to be limited to five chains and all main Yullo participants (Ritual participants, Yullo Torri jobu, Gerr Geybu etc.) would be in complete traditional attire, preferable with eri chadar (perr eji). They are exempted from five chains bead restriction. For other participants, fully or partially clad Nyishi dresses like letum, pomo, tunam, byopa, nara, uriuk, tasang, jacket etc, for gents and gale, dumping, hohi, push, tasang etc., for women folk are advisable, CNC informed in a release.

Children below maturity age are not recommended for wearing symbol of maturity status like, byopa, tangdung etc.

The CNC has discouraged wanton slaughter of Mithun for feast excepting for ritual sacrifice taking into account the need for conservation of the animal which commands utmost relevance to the social life of the Nyishis,

Observing social taboo, CNC has advised that the constituent members of the community would not venture into fishing, hunting and farming for atleast five days from the date of ritual sacrifice, i.e., February 26 to March 3 and March 2 in leap-year. Gambling of any kind like dice, housie, playing cards etc,  would be strictly prohibited during the peak Nyokum celebration periods from February 20 to 28 in order to keep up the sanctity of the festival in the vicinity of the celebration area. However, housie as a part of fund raising activity for the local organising committees may be allowed subject to completion of such event before February 20.

The flag hoisting would take place from 7 am to 10.30 am on February 24 in all the celebration centres just after arrival of the priest, the ritual sacrifice on February 26 and Ragha/ Gama (ceremonious farming) on February 27 and priest retreats just after Ragha/Gama. Dapo (prohibition procession- restricting inward and outward movement of man and animal in the village or a place) would be taken out on February 28; however, Dapo is not enforceable in this modern hectic era.

“It shall be the endeavour to refrain from distorted presentation of rich cultural heritage of Nyishis and ensure that only Nyishi traditional dances and songs are presented in cultural events. In the sports events, traditional sports would be accorded preference.

In the Nyokum celebration centres where Nyokum is not celebrated in complete traditional aspects with rituals, the local committee would not invite non-Nyishi as chief guest or other special guests so that wrong impression on the grand festival of the community is not portrayed outside.

The meeting also felt the need to impart education regarding the essence of Nyokum to the young generation. The CNC would initiate steps to identify touring teams of resource persons for conducting workshops on Nyokum in schools and general grounds.

Further, to strengthen the bond of all faiths of the community, the CNC would convene joint meeting of all religions and religious sects of the members of Nyishi community to carry forward the need of its constituent members of different faiths to come together and contribute meaningfully in preservation of our age old rich tradition and culture in true spirit.

The CNC also discouraged exorbitant budget and forceful donations which may distort the spirit of festivity and its sanctity.

“With the bitter experience in various fair and festivals in the past, the local celebration committees would strictly regulate the price tag of food items and local beverages in the Nyokum food stalls to a reasonable and affordable ceiling and ensure festivities with limited personal budget of the individuals.

Wild animal meat and fowl would not be allowed in the food stalls for sanctity of the festival as well as; as a step towards preservation of fauna and flora,” the release added.

A corruption free world

Dear Editor,

Can we think of a world without corruption? Can we think of world in which nobody bothers about price rise? If we see the root cause of every corruption it is money, the same money which was discovered for human being is ruling human being,

The two question could be yes, if not cent percent but at least 99% yes, if paper money (language of layman whereas money is made of special cloth or thread) is replaced by e-money (digital money/Card) and barter system. Instead of having so many rules everyone should have bank account. The banks instead of providing ATM booth should provide swipe machine (which of course could be supplied by Govt. free of cost to every individual or establishment). The concept of e-money and barter system should go together otherwise service sector cannot function.

Some of the benefits would be, the salaried people will be compelled to live within its salary and would never think of bribe because all transaction would be only e-money/in form of digital and can never use extra (bribe money). Income of every person can easily be traced and that way income tax department will have no problem in collecting income tax. Every person in the society will be producer because consumer will have no bargain facility rather there will be no concept of consumer except lunatic. Agriculturist will have upper hand, whereby food scarcity will be only because of natural calamity. Having so many merits, it will have one big challenge which I will not call demerit in 21st century, which will be connectivity of swipe machine to bank. But it is possible like mobile network. How many of you are running after easy money? How many of you produce at least one kg chilli, mustard leaf etc? How many of you are after free scheme of government?

Don’t believe in fabricated story

Dear Editor,

This is with reference to the news item published in your daily dated 14/12/13 under the headline “Nari Panchayat Raj leaders Accused of theft”. We the members of Lumpo-Adi/Tako Anchal Segment constituency would like to remind Ruksin based correspondent of Arunachal Times that before dragging someone’s name as accused, the press should collect main facts from investigating officer through proper channel.

We the people of Lumpo-Adi/Tako A/S constituency denounce the allegation leveled on our honest & dynamic leader Tatum Kaye, ASM. We strongly condemn such politically motivated allegation which is completely baseless & fabricated. After the arrest of the main accused or business linkman as mentioned, the people of Lumpo-Adi/Tako villager had convened a village meeting regarding the case with due permission from the officer-in-charge, Nari police station on 08/12/13 at Dere (community hall) of Lumpo village. In the meeting all house present after thorough enquiry unanimously came to conclusion that ASM Tatum Kaye was not involved in the alleged case, therefore he is not guilty. Neither he has any knowledge of the issue of NREGA material nor did he submit any application to the issuing authority for the issue of NREGA material. Moreover the statement given by the accused linkman & Gram Chairperson about his non-involvement to the investigating officer in the village meeting is a sufficient evidence of his innocence. He is one of the senior most leaders of our area who works dedicatedly & sincerely for the welfare of our village. The news of alleged involvement of such a leader is very unfortunate and shocking. Therefore we appeal to the higher authorities and general people not to believe in such baseless, false & fabricated stories made by few self centered individuals.

Why autonomous issue comes alive during election year?

The recent delegation representing govt of Arunachal Pradesh lead by Chief Minister and accompanied by Ministers, MPs and MLAs meeting central leaders demanding Autonomous District Councils for Mon and Patkai area is not a new thing. Ever since 2004, the Arunachal Legislative Assembly has unanimously passed the resolution twice for the creation of Autonomous District Councils. And since 2004 Congress Party is in the govt both at Centre as well as in our State. No Political Party or Organization has ever opposed it, hence, the resolution was smoothly sent to the Union Govt.    Surprisingly, now the State Govt is behaving as though another party is ruling at the Centre.

If Congress Party is committed to the issue then they shouldn't have waited for the next election. It's a policy matter which could have been declared at once during last 10 years. The duty of the ruling govt is to execute the assurances given earlier but not to promise like an opposition party for the future. Why this issue comes to life during the election time only? Who will provide answer for last 10 years?

Once 6th Schedule of the Constitution of India is introduced in Arunachal Pradesh on the line of States like Assam, Meghalaya, Mizoram, the Panchayat Raj system will be replaced by creating District Autonomous Councils in designated districts or even whole of the State can be brought under Autonomous District Councils. Even if District Councils are created for local administrative conveniences, we should strive for a strong and united Arunachal.

Autonomous district councils will benefit only political class

Dear Editor,

I would like to put across my view through your esteemed daily with reference to the letter published in today’s Readers Forum column by one Nabam Akin Hina (Gen.Secy.AACWA). The points he raised is a genuine one and I really appreciate his statement on the authenticity of autonomous district council and new districts in Arunachal Pradesh. In fact none of the political leaders of the state are aware of the needs of common public but their guiding principle of demanding new districts and autonomous district councils is only for the interests of their pockets and officeholders. This is the real face of their memorandums.

The general public doesn’t know that all this development drama will be same in present and future too. In fact we are being victimized by the dirty political game for power. Let us talk about the DoTCL fund which is sanctioned as a ‘Vitamin’ for the development of Tirap, Changlang and Longding. Is this fund utilized in a proper way by the concerned political leaders of our respective constituencies and have it benefited the larger mass? Answer will be a big ‘No’ from the public, but the political leaders have really benefited from it. Please don’t show meager utilization of funds as warm wishes from the general public, because we are one of the learned youths among the general public from these districts, who have analyzed the depth of the fact. We appreciate our state govt. for sanctioning such funds for the good cause of deprived people in the disturbed districts and hope for the same in near future too. But, my questioned to the policy and rule makers of the state is that, is there any monitoring department to ensure genuine utilization of such funds. How can we expect monitoring members sitting at Itanagar to properly examine whether funds are being properly used in the eastern most part of the state?

However, there are many more funds like BADP, MLALADS, SPA, etc…which are being sanctioned for the development of our districts. But the fact is that none of the funds is utilized in a serious manner and funds are always inadequate for us, why? Let our state’s whole development budget be diverted to our districts then also these political leaders will say, there is deficient of fund for us. My point here is ‘Are we analyzing on the subject of the utilization of funds in an optimistic way in our districts?’ Many projects are lying unfinished. Some just started and vanished without any information of depts. Is this the answer for deficit of fund or improper utilization of funds?

Furthermore, if such unfortunate trend continues in the name of development what is the meaning of shouting for autonomous district councils? But being an educated youth I too can understand the problems of our districts and hope for the optimistic political leaders to lead the districts in coming days for eradicating social issues and unemployment problems.

Last but not the least… a suggestion from a common public like me to the policy and rule makers is that, if there could be a separate Govt. investigation  agencies in every districts who could visit to the govt. depts., villages and speak to public for seeking the information of the real benefits and utilization of the funds, it will be extremely helpful.

Let there be dialogue between APDA and State Govt.

There is a massive crisis looming large over state. Already crisis-ridden health department is gearing up for tough days ahead after Arunachal Pradesh Doctors' Association (APDA) in an emergency meeting held on 16th of this month unanimously decided to stage mass protest throughout the state by taking mass casual leave in coming December 26 and 27. The association claimed that they have been forced to take extreme decision in view of undue delay by the government in setting up DPC for promotion of APHS Officers under 'Time Bound Promotion' as per the A.P Health Services (APHS) Cadre Rule 2000. Further they also want to register strong protest against appointment of District Medical Officer and Deputy Director of Health Services outside the DPC and in violation of APHS Cadre rule 2000.

This decision by APDA is not in the interest of common citizen. Some of the districts are battling serious health issue at this moment. The Arunachal Pradesh government has already sounded an alert in Longding district following an outbreak of malaria and jaundice. Also with New Year season on, the cases of accident are rising alarmingly thorough out the state. In absence of medical officer, the govt. hospital will be worst sufferer. Majority of PHC, CHC and district hospitals are already running short of doctors. If all the doctors go for two days mass leave, the poor patients who are dependent on govt aided hospitals should get ready for some really harsh time. The government of Arunachal should initiate dialogue with agitating doctors before things turn ugly.
